[Jacob-list] Another horn question

While we're on the subject of horns, I need to show my ignorance once again.  
We sheared our flock earlier this week (just in time for a cold front to come 
through).  All lambs were about 3 months old with good sized horns, except 
for a set of four horned twins from a two horned mother (father -- four horned). 
 These two had significantly smaller horns, which I didn't worry about until 
I noticed that the horns on one of the girls were not only small, but almost 
"crumbly" (Sorry, I can't think of the right word this morning).  The small 
tips were worn and flaky, and not very strong.  By coincidence maybe, these two 
were the only ones born with a VERY curly fleece.  Do horns sometimes come in 
slower, or is this something to watch that could be problem?  At this young 
age, are horns weaker?  Both Mom and Dad have wonderful horns.
