All the Jacob and Hebridean wethers we have had have had perfectly normal
horns, just smaller.  Shetland wether horns tend to be a bit less sure of
themselves and are often rather loose in the head.  Thinner areas on yours
may have been caused by physical damage at that stage of emergence of the
horn, or perhaps a health setback.  It could be that the horns will break
off at that point eventually.
