[Jacob-list] scrapie program

I joined when it was still voluntary. I figured that eventually it would be
mandatory and I wanted to get in on the ground floor. As a result, I feel that
the USDA vet knows me and my flock. The real benefit that I see from the
certification is the ability to ship across borders. It also makes it much
easier to get a health certificate to transport across state lines (Florida, in
particular is a stickler).
