[PATCH] Updated Debian packaging for argus and argus-clients

Hi Carter,

I've converted our installation to use Debian packages but found the
bundled debian/ directories a bit out of date and broken (manpages
installed in multiple locations, lacking dependencies, etc.)

Would you mind taking a look at my changes and updating things if you
find them suitable?

I have some bigger ideas for the Debian packaging (such as making it
easy to rebuild against a local PF_RING/ZC library) and so may expand
on these over time before which point I will reach out to the Debian
maintainer (Andrew Pollock) to see if he has plans. But these updates
are a simple start.
