Gentle people,
   A new test release is on the server.  This implements
all the suggestions for eliminating 'gotchas' from reading
multiple configuration files.  The basic fix is to not
open /etc/argus.conf if there is a "-F confile" option
in use on the command line, and to remove support for
opening conf files in the $ARGUSPATH.

   The only outstanding requests that has not been
integrated are those from Olaf Gellert to support
a specific type of client, and better search methods
for finding the dependent libraries.

Not much testing needed here, as I removed functionality,
but still, testing is always important.
