argus 2.0.4 with libpcap-0.7.1

Gentle people,
   There are problems, as we all could have guessed with
argus and libpcap-0.7.1.  I've got many mods to support
the libpcap, I just need a bit of time to do the backward
compatible tests, so I'll try to have something that we
can test this afternoon.  Hopefully this will fix the
problems that we had with RH 7.2's distributed libpcap.
