Well that was my theory too! It was written all over the paperwork ...
it's now my understanding that they charge duty on the full value as a
matter of course and then leave it up to the originator to apply for a
refund. Canada Customs has a long history of treating Canadian citizens
poorly, whether it be in unfairly assessing taxes and duties, to
peremtory denials of admission on book and other media imports, to being
really, really nasty when you're coming back into the country.

On the other hand, everyone I've talked to at Customs has been extremely
helpful and friendly, releasing goods at the border and helping me apply
for these refunds.

It's a very Canadian institution ...
