 At the Mayor's Office of Film, Theatre and Broadcasting, at 1697 Broadway
you can get the permit. It is free. There are two kinds of permits, one for
the parks, one for streets. This has been the rule for many years, park
officials are more difficult if you don't have one than street cops. Just
get it. There is an advantage: once you have the permit you can freely go
ahead, and will not be harrassed by officials who seem to think that after
september 11 they can forbid you to take pictures whenever they feel so,
like they do across the river in Jersey City. Call the Mayor's Office at 212
489 6710 and they will even send you the forms, but you will have to go in
to get the stamp on it.

I do this on a regular basis. The form allows for six different dates. They
want the time and location. My experience is that they are quite relaxed
about the location. For instance, between 5 and 8th Avenues, between 34 and
14th Streets, works well (at least they allow me such). Also, from 9am to
6pm seems fine to them. They may not admit to this on the phone, but in
person a lot goes. It is a very informal place.
