It's pretty common for lamb horns to break. They usually grow back.

Subject: [Jacob-list] Ram with broken lower horn

Hi, all. I'm new to the list and a fairly new Jacob owner/breeder.
I'm wondering what becomes of beautifully marked rams with excellent fleece when one of their horns breaks off as a lamb? Are they still considered good flock sire potential or should they be wethered?

Thanks!
Laura
