Maybe her rumen is just not functioning very well.  I think I have wrote 
about plain yogurt before, but I was just amazed by the difference I saw in 
some situations.  Yogurt helps reintroduce the healthy bacterias into the 
rumen that help sheep turn grass into protein.  Grains actually change the 
bacteria in the rumen so that could be part of it.  Make sure you use a good 
quality plain yogurt, since some yogurts do not have good cultures in them.
My vet (a sheep farmer) suggested this.
