In scientific terms, this is the "little pun'kin head theory".

I suppose you could also put the top horns fused on top of the head like a unicorn...

          I have been trying to get better horn spacing and, sure enough, its the ram lambs with the best spacing that also have the forward tipped horns. I hadn't thought that those traits were related. Darn.
