I understand the reasoning behind not wanting to over vaccinate or over medicate or over worm.  Because we have donkeys and force our sheep to comingle with the donkeys and to graze amongst the donkey droppings, I do feel that a tetanus vaccination (for the sheep and for me) in our situation is a good idea.
