Hi Gillian,
     I have one ewe that spends a lot of time with her head through the
fence so she can nibble on the grass on the other side.  This results in
the wool being rubbed off at the shoulder line.  She doesn't have horns
that might get in the way.  The horned ewes don't do this.  I hope your
ewe's problem is as simple as that.
