It would probably, IMO, be best to remove it.  I would also give one dose
each of homeopathic arnica 200c and hypericum 200c.  Both will help with
healing, swelling, bruising and pain.  They can be ordered for $5-8 each
through a homeopathic pharmacy or you can give 3 doses of 30c potency
(obtained through most any health food store for $5 each) 12 hours apart
for an equivalent.  If you try to splint it, I would be concerned that it
might not fuse and that there would be infection inside the horn at the
base.  I would think that every time it gets jarred, it's painful for him.
 

As for my broken horn concern, I gave one dose of calendula 200c
(homeopathic) and it seems to have scabbed over.  I need to check it a bit
closer, but it doesn't smell and it looks dry instead of oozy, so
hopefully it's on the mend.
