I have lots of wethers, too, and they all have horns, even most of the
crosses.  I actually really like my wethers (as I like all of my sheep, of
course), but find the wethers particularly friendly -- maybe they're just
more bold than some of the girls?  Of course, my rams are real sweeties,
too.  :-)
