Ditto to comments by Neal regarding saw wire - it works great, the job is
completed quickly with minimal discomfort to the animal - and it does
indeed smoke and cauterize as it saws through the horn with minimal
bleeding.  Jeffers Vet Supply (1-800-JEFFERS) supplies them, or you can
purchase a saw wire from your local hardware store in the plumbing dept. 
Another advantage of using the wire is that the animal is maintained in
an upright position (more to their liking) and in this position the
potential for a foreign body in the eye is minimized.  We were amazed how
quickly it saws through the horn.
