Try downloading the newest test distribution …. https://qosient.com/dev/argus-3.0.8.3.tar.gz <https://qosient.com/dev/argus-3.0.8.3.tar.gz> 
After installing libtirpc-devel, the ./configure will find the xdr.h include file and compile …
