They're compiled at package build time, there's no particular reason to 
have a -dev package.

FWIW, the debian maintainer is seriously considering simply removing the 
mysql related binaries for other reasons. (Dubious utility, lack of 
documentation, code quality issues that the previous two items make the 
effort of addressing questionable.)
