argus-server streaming return failed

Hi Eric,

I'm using arugs-3.0.8.2 and argus-clients-3.0.8

I installed by ./configure & make install,so it doesn't have
/etc/argus.conf file.
it just include  ./pkg/argus.conf  and ./support/Config/argus.conf in argus
directory.

And, I also did that follow your command step, but it didn't run with debug
enabled(the .debug file have no error log).
