Updated rapolicy(1)

Hey Dave,
Got some compile time warnings with the new rapolicy.c.
Mostly printf() warnings about types.  I've made some changes.
I'll post them in the new clients that I'll put up later this week.
That will be argus-clients-3.0.7.12, 11 is up on the server, but
unannounced ?
