Updated rapolicy(1)

Hey Dave,
You have all the rapolicy.conf file variables turned on in the example.
Can I suggest that we comment out some of the optional ones, so
if someone just grabs the conf file, and uses it, it won't genreate
weird error messages ?

I've tried to use the rule that using an unmodified example conf file,
you should get default behavior.  So I was going to comment out
the RA_POLICY_ACL_FILE variable ?
