No argus port maintainer for FreeBSD

I've been corresponding with Alexander.  I'll be taking over as maintainer. 
There's already a port update submission in the PR system, so once the 
FreeBSD folks get past the compromise and back to normal operations, that 
submission should get vetted and approved.  That will bring argus up to 
version 3.0.6.1 which is the current stable version.
