ra* RIR file parsing and country codes

Gentle people,
Going through the archives, I've been following up on a reported bug in
country code printing.  This affects radium() and ralabel() based country
code tagging, and all ra* programs, when processing or printing country
codes.

We have found a problem with ra* parsing a small number of ARIN RIR entries.
We do not parse allocations that span multiple types of CIDR ranges correctly,
miscalculating the span of addresses to be slightly smaller that the actual
allocation.  We end up with some  " holes " in our country code database.

The estimate is that we are missing 0.5% of the country codes.  We don't
assign an incorrect country code, we just don't find a code for a particular address.

If you think you are experiencing problems with country code processing, 
please send some email.  I am fixing this problem now, and it should be
available in argus-clients-3.0.6.3.

The bug does not affect the RALABEL_GEOIP_CITY method for getting country
codes.  It only applies to the use of the  RALABEL_ARIN_COUNTRY_CODES
method in the ralabel.conf file.
