building and installing observations

Hello Carter, hope this email finds you well. 

It's been sometime since needing to do much with our argus deployment but it's time to build and deploy 3.04 etc. 
The build went just fine, but a couple of things with the install of the rpm: 

rpm -ivh argus-3.0-4.x86_64.rpm 
Preparing... ########################################### [100%] 
file /usr/local/bin/argusbug from install of argus-3.0-4.x86_64 conflicts with file from package argus-clients-3.0-4.1.x86_64 

working around this with --force works but is a bit ugly and as the default is to NOT run as a daemon the "service argus start" in the spec file hangs the install process. If the default is to not run as a daemon the obvious fix would be to remove the service start line.
