performance improvements with argus-clients-3.0.5.12 and a note

All, 

Carter has made significant performance improvements with argus-clients-3.0.5.12
that span all the clients within the distribution.  The improvements are in both the areas
of reading and writing records, as well as outputting ascii based flow information (when ra
writes diagnostic information to stdout).  This performance increase can be as high as
approximately 5 X.

One note to the group; Carter accomplished this by not zeroing out some large buffers
anymore.  Although we haven't seen evidence in our tests that the changes are
causing data corruption, it's good to note this change to the list just in case anyone
notices data corruption issues.
