Assuming that you're using libpcap0.8 and libpcap0.8-dev from the apt packages; can you try installing it manually (see INSTALL file)?
I believe it is somewhat related to this -

Ubuntu 10.04 uses libpcap-1.0.0-6 which no longer includes the pcap_offline_read() function.
