Gentle people,
In preparation for the argus-3.0.4 release, I've done some general cleaning and
restructuring to support better client development.  This is primarily the result of 
our collaboration with the Tiet project,  https://sourceforge.net/projects/tiet/ , which
uses the argus-client libraries to read and process argus's control plane 
flow data for the IS-IS routing protocol.  This is very cool stuff by the way, and if you
have an IS-IS network, you should be getting this stuff.

The basic changes are that the client packages now have a configure.ac, rather
than configure.in, and it does a lot more sanity checking, and a client install, actually
installs the include files and client libraries to the system. With any changes come
bugs, it seems, so if you download either 3.0.3.12 or 3.0.3.14 and something
is terribly broken, do send email and I'll fix its as soon as I can.

I have made some changes to correct for fragmentation reporting problems (where
a 'V' would crop up (fragment overlap error) when there weren't any fragments), and
the RTP and RTCP support has been cleaned up, as we're scoping out ZRTP
support for argus.
