Wow, I feel dumb! ARGUS_BIND_IP had a variable in quotes; removing
those double-quotes solved the problem.

Thanks for the fix; don't forget that those changes to
clients/ratop/ratop.c either need to be documented or put into the
Makefile.

I'm now moving into x86 land...well..I hope I won't have to post anymore :-)
