Argus management record

Hey Carter,

you said that argus clients not seeing the initial man record in a file is
somehow by design. So I would like to suggest decreasing the total count
of racount by 1 as well, for being in sync with the number of records reported
by ra.

For man records the trans field reports a single space, I would prefer an empty
value or zero, which would make it more friendly for parsing.
