argus-clients alpha testing and ratop()

Hey Chris,
   Thanks, ratop() should actually be very useful in a few weeks,
especially if we get some comments on how to make it better.

   For client accesses to argus, right now its hard coded to
support up to 5 clients.  If argus is writing to an output file,
that is considered a client, so for most installations, you can
have 4 additional clients connect to argus.
