Argus-2.0 paths and installation targets

A lot of people, (myself included, of course :) like to keep
everything in a package under a single root, so please consider
including an option so that we can do that:

     $ARGUSHOME/etc/argus.conf
     $ARGUSHOME/etc/argus.pid  (or similar)
