First round of Argus testing

Gentle people,
   Here is the first round of Argus-2.0 test code.
If you are interested in doing some testing, please
check for code compile primarily, and simple
functionality/stability, equivalent to Argus-1.8.
I have tested it under Redhat Linux 6.2 and Solaris
2.7.

Please don't go looking for man pages, they are
coming soon.  The ones included are a bit updated,
but not at all what most will want to see.
