Argus detectable TCP attack strategy

Gentle people,
   I would like to discuss a Denial of Service threat to TCP
that will emerge, possibly very soon, that is very problematic,
is detectable by Argus, but has not yet been described publically,
at least to my knowledge.  Since some of you pay more attention
to this stuff than I do, possibly you can tell me if anyone
has started talking about web server DOS attacks based on
intrinsic TCP flow control mechanisms?
