If I were PUB, I wouldn't rule out the Marina Barrage as a cause of recent floods without good solid evidence.
On the other hand, I also will not accuse the Marina Barrage without solid evidence indicating so.
And that is a long-winded way of saying, somebody better re-think and start researching into this matter.
