The outcome was not in the least bit surprising to me. The Constitution is quite clear -- the President has no discretion on clemency applications, but is instead required to act in accordance with the advice of the Cabinet. To my mind, this judgment is entirely correct in law.

The President (just like the Queen) has no discretion and must act in accordance with the advice of the Cabinet. A constitutional crisis ensues if the President fails or declines for any reason to act in accordance with the advice of the Cabinet.

Commuting utilises both tangible and intangible resources - fuel/electricity (for operating motor vehicles, and trains) and time (a resource managed and "owned" by the traveller). Is it fair that commuters be penalised under this new charging system should they decide to take the shortest route, albeit not the fastest?

After all, the PTC calls it a distance-based fare system. The time taken to complete a journey is irrelevant, belongs to the commuter, and is up to him/her to save or squander.
