[Retros] Champagne 2023 - the award

Hello,

This year, the running of the tourney was not optimal with health issues
for both the director and the judge.
Anyway, the ranking could be done in time, but the written award was
delayed. Here it is.
Since the previous mail :
3rd Prize in section A has been cooked and the backup C+ version provided
by the composer with his sending is used, now ex aequo with his other entry
(4th HM).
1st Commendation in section B has been found incorrect.
