This has been around for years and is known within law enforcement circles as "the Nigerian letter". Historically, it makes the rounds every few months to various lists and organizations promising a reward in return for the favor of helping a deposed ruling family, etc, etc. smuggle diamonds, gold or other wealth out of the country.
  It's the e-mail version of the old "pigeon drop" ruse and is a well known scam - - it's hard to believe that people actually fall victim to this group, but apparently they do.
  The Secret Service did have a task force working this group a few years back, but simply suggest deleting the e-mails without responding.
