This indicates an ISO _paper_ speed. Its measured in a
different way than film speeds and is not directly
translatable.
I've used variable contrast paper a few times to make
paper negatives in a camera. I think about ISO-5 is right
for paper with a paper speed of around ISO-500 without a
filter. BTW, contact prints made from paper negatives are of
surprizingly good quality.
