         I also find Xtol is very sensitive to variations in water 
quality.  Make your stock solution using distilled water if at all 
possible.  Now maybe it is just me or my bad luck, but I find Xtol once 
mixed up does not have a long shelf life, at least in comparison to other 
developers.  Used as directed, it does work,  but I find there's no room 
for error or experiment with Xtol.
