As to Oregon weather in the fall, there is generally what is called
an "Indian summer" in October. That is when the leaves will be at their
best, too. The famous rain generally sets in in November. So, it
depends on when in the fall you have in mind. The fall equinox is
not always a good idea, either, as there is generally a good rain within 
a week or two of it, though it can be lovely then. The leaves would not
have turned by then, unless it is a dry year. I've lived in the area
for many years.
