I don't think a third of a stop will be too noticeable with a 5x7 print.  I
think my bulb was a 500 watt.  I had about 5 clear glass (I think they are
for heat) above the frosted glass.  I went to a frame shop and got regular
glass for the neg carrier.  I changed it once a year.  I cleaned with soap
and water before every print session.  I never had Newton Rings.  Mostly I
think because the little springs on the ends of the neg carrier were not too
strong.  It does not need to squash the hell out of the neg.  The self
masking part of my machine did not work so when I went to 4x5 I cut a mask
for 4x5 and positioned it in the 5x7 carrier.  I never tried smaller negs.
I definitely recommend blocking out the light around the neg if you use a
neg smaller that the carrier.
