The hand check x-ray units are set and calibrated. They cannot "pump up the 
power."

Now the checked baggage units... that's another story. They can crank up 
the power. Never put film in checked baggage. Especially not in lead bags. 
If your luggage goes through a checked baggage x-ray unit (not all baggage 
does) and the operator cannot see through the lead bag, he/she'll cook 
everything in your luggage in order to see through anything opaque.
