        Strong horns are in the genes or not in the genes. I have been breeding for strong horns and  get better horns each year. I had 5 ewes born last year that still have all their horns intact and several  again this year. 
       Besides being in the genes some of it is behavior as some lambs don't get themselves into a position to get their horns broken as much as other lambs do. A lot of times lambs get their horns broken by getting around a ewe other than their mother and get a side swipe head butt. Other lambs are more likely to butt each other and get horns broken.
      Other things that can help prevent broken horns is spreading out feed so they don't butt each other away for feed and fencing that they can't get their horns caught in. 
      A big horn breaker  is penning adult rams together. Most of us do this for convenience, but it can and often does lead  to broken horns and even death at times.
