The reason that the Holstein association is taking on the NID program is 
because they already had an effective program in use. They were resistant to 
having another program come in an overlay the one that was already in use. 
The advantage of having the program in private control is that it avoids 
having the information subject to the Freedom of Information Act (and having 
PETA obtain records on all animal owners in the country). It is also an 
advantage to USDA because they can shirk as much responsibility as possible. 
Not to mention cost.
