The Sawzall does a decent job, and I have a 18V (no cord) that is even better. All the alternatives to a saw-wire require 2 people.

Here is the technique for a one-person job with a saw-wire:
1) Hold the offending animal against a sturdy panel with the horn to be cut toward you.
2) Trap the sheep against the panel with your knee right behind his/her shoulder, and stick the horns on the opposite side in the panel so that the head is down and the horn to be cut is pointing straight at you.
3) Wrap the saw-wire around 2/3 of the horn, and commence to sawing. The pressure on the horn being sawed should wedge the sheep's head and hold it firm.
