[Jacob-list] Need help with loose horn on ram

I need some advice on a loose lateral horn on a 4 horn ram.  We noticed
it when the shearer was
here yesterday.  It is loose at the base, isn't bleeding at all.   He is
a yearling so I would assume 
that the horns should be set to some extent.  It seems to be attached by
skin only because you 
can wiggle it.  Should I leave it be?  Is there anything I can do to
secure it?   Any suggestions
