My spouse's suggestion is that perhaps the connections between the tape,
the plastic and the metal are where you are loosing your charge.   He
believes you might be better off with all metal wire.  The one electric
fence we inherited with the house we bought was a combination job, and
never did have much power, but it also had "live" lines connected to filler
lines, junctions held together with tape, and several other problems.   Our
all metal wire fence holds its charge all around the pasture.
