[Jacob-list] Electric Fence

I haven't used my electric fence charger since last Winter. I hooked it
up this weekend, checked to make sure that none of the lines were
grounding out against the fence, made a good connection to the ground
pole, and plugged it in.
The charger tops out my meter at 4,500 volts at the terminals. About 20
yards down the line, it's only 900 volts. About 50 yards down the line,
nothing. Any idea of what could be causing this? The lines are not
grounding out and the ground pole is 12 feet down. The charger is
supposed to support miles of fencing.
I'm using the woven tape, plastic and metal. Would I be better off with
plain metal wire? Should I use a double wire setup, i.e., run a hot line
with a parallel ground line about 4-6 inches away?
