That is one reason, but it's been low for a while, and I'm thinking this is a
new little flurry/economic boom in Austin.
Can you believe that we used to think 9% was normal? If a client of mine tells
me he is paying more than 4 1/2 I tell him to consider refi.

It is a function of low interest rates. We used to think 9% was a good deal and
indicated a time to build. They dropped way down since then.
