Most of the deaths in recent months have been caused by roadside bombs,
which the U.S. Army calls ``improvised explosive devices.'' The low-tech
bombs, often made from artillery shells crudely wired to a detonator, have
taken a deadly toll.
The U.S. military says most insurgents fighting occupying forces are still
Iraqi, but that foreign militants are playing an increasing role in planning
and executing major attacks.

it means that the occupation has failed AND THAT THE SITUATION
WILL ONLY GET WORSE.
but if US leaves Iraq, civil war immediately breaks out
Bush is hoping that the capture of Osama between now and
November will win him the election
on the Jim Lehrer news program a VERY knowing Pakistani
police officer opined that Osama would be safer if he were
holed up somewhere in Karachi (the most lawless large city
in the world) rather than in a cave in the mountains
